Disaster Case Management is a frequently used label for a wide range of services provided to persons whose lives are negatively impacted by storms, fires and other catastrophic
events. To distinguish its service from others, Mainland Community Partnership (MCP) will describe its Disaster Case Management (DCM) as Long Term Recovery
Planning. People in need of recovery planning are often identified through a variety of disaster response services such as giving out food or clothing or immunizations for
those doing muck out and clean up services.
Mainland Community Partner’s (MCP) Disaster Case Management (DCM) or Long Term Recovery Planning begins right after the basic needs for food and shelter are met.
Recovery services include:
• gathering all identifying documents to build the “case” for long term assistance,
• developing an understanding the family’s pre-storm conditions,
• assessing the family’s current conditions, and
• identifying a “new normal” toward which recovery activities will be aimed.
Each family’s recovery activities will reflect their specific needs to find a new job, find a new apartment or replace their flooded car, or repair or rebuild their damaged home.
Recovery activities will be carefully outlined to:
• identify the best repair or rebuilding option,
• evaluate their financial resources to be contributed to recovery, and
• evaluate financial resources needed from other sources to repair and replace their home, their furniture, appliances and furnishings in a place that is safe, sanitary, and secure
for the long term.
If you need assistance after Hurr icane Harvey to:
• replace identifying documents lost in the storm,
• apply for FEMA or Flood Insurance claim and assist with appeals,
• find help to have your damaged property inspected, repaired or rebuilt,
• find help to replace furniture and household goods,
• find help to deal with emotional issues,
• train for or find a new job, and/or
• access services for people with disabilities,

DISASTER CASE MANAGEMENT
Galveston County, Texas: In the weeks immediately following
Hurricane Harvey, a group of local community
leaders formed and organized the Galveston County
Long Term Recovery Group (GCLTRG) to aid Harvey survivors
through the long road to recovery. A few organizations
began working together on recovery in September;
now the group has grown to 36 participating organizations
working on various aspects of recovery.
Galveston County Long Term Recovery Group (GCLTRG)
is the official long-term recovery group of Galveston
County made up of representatives from non-profit,
faith-based, and civic organizations and government and
business partners working in our county.
GCLTRG is a collaborative coalition of representatives
from faith-based, community-based, other non-profit organizations,
government and business partners sharing
knowledge and coordinating resources — money, materials
and manpower to help our neighbors recovery from
the destruction caused by Hurricane Harvey.
Our long-term recovery group is made up of
• your neighbors helping neighbors
• local government agencies
• non-profit organizations
• faith-based communities
• business partners
United in the single vision of serving under-resourced individuals.
This network helps coordinate volunteer members during
all phases of disaster relief and long-term recovery.
Our efforts will focus on equipping our team members
in case-management, restoring homes, and the
care of families affected by a disaster.

resources to support the recovery of families
affected by Harvey through disaster case management,
home restoration, unmet needs and
health and spiritual care,” said GCLTRG Chair,
Gary Scoggin.
No one church, one government agency, one
organization or one business can respond completely
to a disaster; it takes the entire community
working together to respond after disaster
strikes. Long-term recovery groups strengthen
and streamline disaster coordination by sharing
information, facilitating resident access to
funds, resources and other services, coordinating
recovery efforts with Federal, State and local
authorities and agencies, coordinating volunteer
activities and resources, and jointly resolving
cases in partnership with coalition participants.
In the coming weeks and months, the details
of Federal, State and local programs and services
will unfold as Galveston County rebuilds
and the Harvey recover process continues. The
GCLTRG can assist individuals and families in
navigating these complex waters.
