TCISD announces new administrative hires

TEXAS CITY – Texas City ISD is pleased to announce three administrative hires in central administration and campus administration. 

Gina Covington has been promoted from District Instructional Technologist to Chief Technology Officer. This promotion comes upon the retirement of Executive Director of Technology James Banks.

Covington was hired in Texas City ISD in 2019. She has similar experience in Santa Fe ISD. She has a total of 24 years in public education with most of those years serving as a teacher. Covington also has 10 years of management experience in the corporate arena. 

Andrea Zepeda was hired as the new Elementary Director of Curriculum & Instruction. She takes the place of long-time administrator Anne Anderson who is being promoted to Executive Director of Curriculum & Instruction. 

 Zepeda comes to Texas City ISD from Goose Creek CISD where she was most recently a campus principal. Zepeda began her career in education nearly 27 years ago as a reading teacher in Pasadena. She has also served as an assistant principal in Pasadena ISD and principal in Dickinson ISD.

Rachel Spector-McAdam was selected as the new Principal of Hayley Elementary School. She takes the place of Patti Martin who is retiring.

McAdam is currently an elementary principal in Goose Creek ISD. Her first teaching position was 16 years ago in reading in Smithville ISD. She also has served in leadership roles in Clear Creek and Pasadena school districts.

The curriculum related hires are a bit disappointing to me. There were talented candidates in our district who were passed over in favor of staff from the superintendents previous district. Once again the diversity of the student body is not reflected by leadership. How long will the School Board keep hiring outsiders who use our district as a steppingstone to something else “better?”
