During 2022 four (4) of my principal visions and foundational factors been reintroduced upon my return to serve as Chief of
Police: 1) developing a sense of mutual trust between our agency (Police Officers) and the community; 2) insuring that the
community is clearly aware and perceives that departmental employees are held accountable for their actions; 3) a positive
partnership continues to be developed between the department and the community we serve; and finally, 4) Officers engage
in problem-solving to prevent and control crime and reduce citizens’ fear of crime within their assigned areas of
responsibility. Once again, as initiated during my “first run” as your Chief, my Command Staff & I are working diligently to
further amplify our department’s “organizational culture” which is defined as the values, beliefs, and behaviors of an
organization. Though we have made great strides on this topic, we are a “work in progress” and I am extremely proud of the
men and women of our agency in moving us in this direction.
The department continues its “tough on crime” operations employing our Special Response Team to eradicate drug and crime
“hot spots” and other such crime-control initiatives that include our “award winning” Community Policing effort, CompStat
Briefings, & assigning two (2) of our Officers to conduct operations with the amazing Galveston County Organized Crime
Task Force. Currently we have five (5) Community Watch Neighborhoods within La Marque. Citizens have greatly
applauded this effort and our five (5) Community Policing Officers assigned to Community Watch Neighborhoods certainly
take pride in knowing their efforts are making good things happen for our city. I am pleased to mention that our Violent
Crime Rate for 2022 over 2021 was reduced by 13% and for 2021 over 2020 the Violent Crime Rate was reduced 17.9%.
We certainly hope to continue with such crime control strides.
I salute the devoted men and women of the LMPD. Their hard work and dedication is undeniably the cornerstones of our
agency. I am extremely proud of the effort that has been put forth by each employee. The support received from Mayor Bell
& our elected officials in funding our crime control operations certainly contributed to our crime control successes. Finally, I
thank our citizens: those we are employed to serve and protect. Their continued support of the department and respect for
our Officers, other staff, and programs is what makes our employees complete a day’s work feeling proud of their
contributions to our city.
